If he doesn't have it, he'll point you to a family shop on the second floor of the India Emporium building, but you have to knock on the metal door.

You might have better luck asking about that chili at the Muslim community kitchen on the far end of Soi Phahurat 2, not the shops themselves. The women who cook there buy their spices in bulk from a supplier who only delivers at dawn, and they'll usually sell you a small bag of whatever they have if you ask nicely. I traded some homemade pickles for a bundle of rare dried chilies once, they were from a vendor who sets up near the Khlong Thom market around 5am on Sundays.

yeah Krua Dok Mai Kao is solid but if you're up for a detour, try Som Tum Nua near Siam Square. their som tam pu pla ra is insane if you like the fermented fish sauce kick. way more pungent than the On Nut spot, just less grilled chicken options
