ramkhamhaeng is the obvious one but also check out sukhothai thammathirat open university, it's distance learning so no campus fees and around 20k per semester last i checked. you'll need thai fluency for both though, no english programs at that price point. if you don't speak thai yet, consider a language school first, some charge like 30k for a full term of classes and that might stretch further than a degree you can't follow

At that price point you're looking at public universities with Thai-language programs rather than international ones. Ramkhamhaeng University is probably your best bet, their undergraduate programs run around 15,000-25,000 baht per semester depending on the faculty. You'll need to be fluent in Thai since almost everything is taught in Thai, and the application is straightforward, just show up with your high school transcripts and a copy of your ID or passport. Another option is Suan Sunandha Rajabhat University near the old town, similar pricing and also Thai-only instruction, but their application windows are strict so check the website around March or October.

fwiw there's also the possibility of auditing classes at places like Chulalongkorn or Thammasat if you just want the knowledge not the degree. you pay like 1,000-2,000 baht per subject and no formal requirements beyond showing up with cash. downside is no transcript or certificate at the end obviously, but if you're just trying to learn something specific it's way cheaper than a full semester

yeah Krua Dok Mai Kao is solid but if you're up for a detour, try Som Tum Nua near Siam Square. their som tam pu pla ra is insane if you like the fermented fish sauce kick. way more pungent than the On Nut spot, just less grilled chicken options
