I will be studying at Chula for the next semester/6months starting from August 1st and originally would have planned to go on a date here or there.

Is the dating scene really dominated by scams etc. ? Or is this more a thing for all the older guys and passport guys? Can I go on dates from Uni or Tinder without worrying about all little details?

honestly that reddit post is about the usual tourist/bar scene, not what you'll find as a student at chula. the dating pool at a university like that is gonna be mostly normal students and young professionals who are studying or working in bangkok. tinder in the city center is a mixed bag but if you set your radius to sathorn or silom area you'll match with grad students and office workers, not the freelancer types

just be smart about it. if she asks for money on the first date or wants to go to some random karaoke place that's a red flag. but most thai girls at chula are just regular people who will prob find it cute that you're a foreign student. stick to cafes ari or ekkamai for dates, not the nightlife areas and you'll be fine

yeah Krua Dok Mai Kao is solid but if you're up for a detour, try Som Tum Nua near Siam Square. their som tam pu pla ra is insane if you like the fermented fish sauce kick. way more pungent than the On Nut spot, just less grilled chicken options
