Why so much bicycle park opening times discrimination?

There are not too many places that are great for cycling, but parks are very nice for workout oriented rides, and, most importantly, safe. But, most of the parks closer to the city centre, if not all, implement specific times when bicycles are allowed. Lumpini is till 4pm (basically you can cycling when it's the hottest) I think, Benjakitti 5:30 (and there is an hour around midday when bikes are not allowed I believe), suan lat po does not allow bikes at all. At the same time you can go jogging any time you please.

Given how few places there are for peaceful cycling in Bangkok, what is the point introducing specific times when cycling is allowed in parks?

I have a feeling it has to do with joggers safety, but a segregated bike lane would be a quick and cheap solution.

I know cycling is not the most popular activity here, but what can be better than cycling after dark in a park enjoying the breeze

Is there something I am missing?

yeah Krua Dok Mai Kao is solid but if you're up for a detour, try Som Tum Nua near Siam Square. their som tam pu pla ra is insane if you like the fermented fish sauce kick. way more pungent than the On Nut spot, just less grilled chicken options
