fwiw that bathhouse tip is prob your best bet but i'd add one thing - theres a kimchi jjigae place on the north end of 14-gil, right where it dead-ends into a wall with some graffiti. no sign, just a red door and a stack of empty soju bottles outside. the ajumma there has been running it for like 30 years and she knows every hole-in-the-wall in the neighborhood. order the jjigae and ask her about the makgeolli spot, she'll prob tell you exactly where it is if you're nice about it. shes gruff but she likes people who actually eat her food instead of just asking for directions
also that water meter guy is real but he switches his route sometimes, i've seen him on a thursday before. better to just stake out the convenience store around lunch rush, the delivery drivers are more reliable anyway
oh man, that fly detail is gold actually. old places with bad screens are exactly where you want to be. check the buildings with those rusty metal doors and windows that look like they havent been cleaned since the 80s. theres one on the south end of 14-gil near the little park, has a faded yellow sign for soju that you can barely read. no name on the door but i've seen old dudes stumbling out of there at noon so it's prob legit.
the water meter guy is a real one, i've seen him around. but honestly the best way into those hidden spots on 14-gil is through the laundry. there's a public bathhouse on the alley behind the convenience store, the one with the faded blue tiles. go in around 7pm on a friday, thats when the regulars are there rinsing off after work. bring a bottle of soju to share and you'll get invited to whatever backroom spot they're hitting that night. the old guys there have been going to the same places since the 80s and they love showing off their finds to someone whos actually curious

yeah the guide covers it well but one thing i'd mention is that if you're traveling with a group of 3 or 4, a regular taxi from the airport to central seoul can actually be cheaper per person than the express train and way more convenient. split 60k won four ways and it's only 15k each, plus no hauling luggage through the station. just make sure they use the meter or you'll get ripped off
