honestly, you're fine to eat and drink up there but just know the vibe is more of a chill public space than a picnic spot. people do it all the time though, especially with fried chicken and beer. one thing nobody mentions is the wind, it gets pretty strong up there at night so keep your napkins weighed down or they'll fly off. also if you're taking the cable car up, last one goes around 10 or 11 depending on season so plan your trash disposal accordingly, the bins by the cable car station are your best bet
yeah you can definitely eat and drink at palgakjung, there's benches and tables up there. just keep in mind it gets crowded on weekends and you might have to wait for a spot, especially around sunset. kyochon's boneless chicken is fine but bring napkins or wet wipes, the sauce gets messy and there's no sink nearby. also, no trash cans right there so you'll have to carry your garbage down to the bins near the cable car station
