The hard water is almost certainly the culprit. I had the same issue for my first few months here. Switching to a shower filter made a noticeable difference for both me and my partner, and you can pick them up at HomePro for around 1,500 baht. You might also try rinsing with bottled or filtered water as a final step, which helped me when my scalp was at its worst.
It's definitely a thing here. The water in Bangkok is quite hard and heavily chlorinated, which strips natural oils from your scalp. I'd suggest trying a chelating shampoo once a week to remove mineral buildup, and a humidifier in your bedroom at night helps a ton. If you're near Siam, the Korean beauty store in Siam Square has a great scalp toner that's worked for me.
