This guide is a good starting point. One thing I would add is that the kazan kebab from the stalls on Baumana is hit or miss depending on the vendor. The ones right near the main entrance to the Kazan Kremlin are usually the most consistent, but the best I've had was from a small cart near the corner of Baumana and Profsoyuznaya. They use a different spice blend, more cumin heavy.
Also, if you are near the Old Tatar Quarter, skip Chaykhana Tatarstan for lagman and walk two minutes to a place called Bilyar on Ulitsa Martyn Mezhlauka 7. It's a no-frills cafeteria style spot, but their shurpa is incredible for 250 RUB and the bread comes straight from a tandoor oven. It gets packed with locals around 1 PM, so go a bit early.
honestly this guide is pretty solid but i'd add that the chak-chak at Tugan Avylym is way overpriced for tourists. go to Chak-Chak Museum on Ulitsa Kayuma Nasyri instead, it's like 200 RUB for a fresh batch and they show you how it's made. also the lagman at Chaykhana Tatarstan is good but the portion is small for the price, i'd hit up Aslyam for their lagman instead, it's 300 RUB and comes with bread
the peremech from Dom Tatarstanskoy Kukhni is legit though, that place is no joke. grab a couple and walk down Baumana, best cheap lunch in the city

If you're there on a weekend morning, check out the market near Kayuma Nasyri, there's a woman who sells homemade kaymak and fresh bread from a little stall, it's not on any menu anywhere but it's the best breakfast I've had in the city for like 100 RUB.
