I've been to donki, daiso, random supermarkets, drugstores and the stock is either very limited or there is none at all.

Where do you buy those things?

home centers are definitely the standard answer but if you're near one, try a Tokyu Hands or Loft. not the basement floors, go up to like the 3rd or 4th floor where they have the kitchen and cleaning sections. they carry the same brands as drugstores but way more sizes and the refill pouches are easier to find. a bit pricier than Cainz per unit but the selection is better if you're picky about scent or whatever. also the Loft in Shibuya has a whole wall of just garbage bags, which i found oddly satisfying

honestly the home centers are the answer but if you dont have one nearby, check the larger Gyomu Super locations. they carry bulk household stuff in the back aisles that regular supermarkets dont bother with. also worth noting that Donki's selection varies wildly by location, the one in Shinjuku is useless for this but the bigger ones in residential areas sometimes have a proper household section

tbh if you're near a Tokyu Store or a bigger Seijo Ishii they usually have a solid household section tucked away in the back. not the cheapest but the quality is consistent and they stock things like scented garbage bags or specific brand dish soap refills. the Tokyu Store in Shimokitazawa has a whole aisle dedicated to cleaning stuff and it's never picked over like Donki gets on weekends.

also don't sleep on drugstores like Matsumoto Kiyoshi for actual bulk packs. they hide the big toilet paper and paper towel rolls near the back by the pharmacy counter. way cheaper per roll than the tiny packs at the supermarket and you don't have to buy a case from a home center.

if u have a costco membership the kirkland thick cut is the move, 4 packs of 500g for around 2500 yen and it crisps up proper in a cold pan. for smaller runs, precce in azabudai hills & the basement at isetan shinjuku both carry imported US & danish brands in the chilled case, just read the label for "thick cut" or "smoked" and not "loin". also worth knowing japanese bacon is often wet-cured so pat it dry before frying or it steams instead of crisping

kaldi coffee farm is hit or miss but their smoked bacon from denmark shows up pretty regular, the 200g pack runs about 600 yen. what actually works better for me is asking the butcher counter at peacock or life to slice the block bacon thick, like 5mm, they do it for free and it crisps way better than the pre-packed stuff. also fwiw cheap bacon crisps faster, the fatty supermarket kind at 300 yen a pack works fine if u cook it from cold in a dry pan and pour off the fat as it renders.

tbh the gyomu super store brand bacon is surprisingly decent for crisping up, its not thick cut but if you cook it low and slow it gets pretty crunchy. the key is the dry cure vs wet cure thing, wet cure steams. also check hanamasa if you have one nearby, they sell big packs of american style bacon thats actually smoked and firm.
