The rain earlier might have thinned them out a bit. Check near the ringbahn stations like Gesundbrunnen or Südkreuz, people tend to leave them clustered around the entrances there. If you're central, the Tier scooters on Unter den Linden are usually still around because the charging crews hit that area later.
if you're near the east side gallery there's usually a stray lime or two by the mauerpark flea market path even late. the tier ones around friedrichshain tend to get cycled out earlier but the bolt ones near the frankfurter tor u-bahn exit have been consistent for me past midnight. also the neue fahrrad company has some pedal bikes locked at the warschauer str s-bahn that the app doesnt always show, just scan the racks if you're desperate
yeah they're around, just fewer this late. the lime and tier ones get picked up for charging around midnight so by 1am it's hit or miss. if ur near alexanderplatz or warschauer str you'll still find some, but the residential side streets are pretty empty by now.
