I've eaten at Zhenbutong for the water banquet a few times and it's solid, but if you want a less touristy version, try the smaller place called Lao Cheng Shui Xi Guan on Dong Dajie. They do a shorter 12-dish set for around 80 RMB per person, and the broth is noticeably richer because they're not churning out hundreds of covers a day.

Which neighborhood to stay in Luoyang?
If you want to be right in the middle of everything without the chaos of Laocheng, try Jianxi district. It's where the university crowd hangs out, so the food scene is cheap and legit, especially around the night market on Chang'an Road. You'll be about 20 minutes from the train station by bus, but you're also a short ride from both the Longmen Grottoes and the Peony Garden.
i'd actually look at xigong district instead, it's a bit more chill than laocheng and you're closer to the longmen grottoes side of town. there's a bunch of huimin restaurants around jiefang road that do great lamb paomo, way better than the tourist spots. plus the train station is literally a 10 minute bus ride or 5 yuan taxi, no traffic headache
honestly just stay near laocheng (old town) area. it's right by the city wall ruins and you're walking distance to the cross street food market - get the spicy soup dumplings at the place with the red lanterns out front. the train station is only about 15 minutes by taxi, maybe 20 if traffic's bad
