The Anchor's kitchen is solid but I'd also walk two blocks to Hinano Cafe on Washington if you want a burger and a beer without the sit-down feel. Cash only, which catches people out. The Anchor patio is still the better call for a group, though the fish and chips at Hinano are cheaper and the crowd is more local than tourist on weeknights.

Small claims is the move, cap is $12,500 and no lawyer needed. First send a written demand citing Civil Code 1950.5, they owe you the itemized deduction within 21 days or they forfeit the right to keep any of it.
