I apologize in advance for the very touristy question and my heart goes out to all affected by the fire.

I am in LA for 2 days and initially wes planning to drive up the Pacific coast highway up to Santa Barbara and beyond a bit. I'm from Europe so won't get the chance to come back anytime soon. With the fires now it is a complete non starter? Seeing the legendary highway has been a dream of mine and some sea lions too hopefully.

The stretch through Malibu is the part people picture, but honestly the prettier run is north of Santa Barbara, the 101 up past Gaviota and then Highway 1 through Lompoc and Guadalupe. If the Malibu section is closed or convoy-only when you're here, you can still get the coastal fix by going up the 101 and detouring onto the 1 around Buellton. Adds maybe 40 minutes but you get the empty beaches and farmland without the traffic stress.

For sea lions, the ones at the SB harbor are a sure thing, but if you want the real colony, drive out to Point Mugu or better yet the Carpinteria bluffs. Bring binoculars, they're loud and you'll smell them before you see them.

You can always just take the train from Union Station if the roads look sketchy, the Coast Starlight route is pretty scenic too.

tbh the PCH situation changes by the day so check Caltrans quickmap before you go. as of now a lot of the Malibu stretch is open but some sections north of there have closures from the fire, and theyre doing escorted convoys in spots. if the coast is blocked you can still get to SB via the 101 inland, its less scenic but youll be there in like 90 min from downtown.

for sea lions skip the drive and just go to the SB harbor, theyre all over the docks by the pier. way easier than hoping to spot them from a moving car.

These vendors typically operate from portable carts or vehicles at public gatherings. Does anyone have information on how to contact such vendors or recommendations for reliable services?

honestly the SGV has a ton of licensed cart operators who mostly do private stuff now. look up "hot dog cart catering San Gabriel Valley" on Yelp and you'll get a handful that are fully permitted, which matters if your venue needs a health permit on file. expect around $400 to $700 for a few hours plus a per person minimum, usually 50 or so. the ones based in Alhambra and Rosemead tend to be cheaper than Pasadena because they're not paying that rent.

fwiw the county health dept keeps a public list of permitted mobile food operators, its searchable by city on the LA County Public Health site. filter for "pushcart" or "MFF" and you'll get vendors cleared for SGV zip codes, which saves you the headache of a venue asking for paperwork later. also worth checking with the Old Town Monrovia or Alhambra farmers market folks, the carts there are usually booked solid but they know who's free and they'll pass along names. just dont wait till the last week, good ones book out 2 to 3 weeks in teh summer.

You could try hitting up the folks who set up outside Home Depot or the DMV in El Monte on weekends, a lot of those carts are owner operated and they'll do private gigs if you ask. Just walk up and grab a card, they usually have one taped to the cart.
