I tricked him into talking to me again, and will meet him tomorrow. Should I involve the police, even though carlifts are illegal, or is there a better approach?

700 dirhams is worth filing a report over, but you're right that the carlift part makes it messy. If you want to avoid mentioning the illegal arrangement, tell the police you paid someone for a month of daily rides to work and they stopped showing up, which is technically true. The Dubai police app lets you submit a complaint with screenshots and his number, and they do follow up on these things without requiring you to mention it was a carlift at all.

Meet him at the Spinneys on Jumeirah Beach Road, it's open late and the security there actually patrols the parking lot every 15 minutes. If he tries to stall or make excuses, tell him you've already logged the payment proof with Dubai Police through their app and just need to submit the plate number to finalize the report. He'll probably fold faster than a cheap suit from Karama market, those guys know the cops don't mess around once a case number exists regardless of the carlift situation.

the 700 aed thing is annoying but honestly the bigger issue is you're meeting a guy who already scammed you once. pick somewhere like the carrefour at dubai marina mall, lots of security cameras and families around. if he tries to give you some sob story about needing more time, just walk away and report it online through the dubai police app, you don't even have to mention the carlift part just say you lent someone money and they ghosted you

Dubai/Sharjah Road Scam?

I helped a guy stranded on the ring road, gave him a ride to Ras Al Khaima after he claimed to have lost his wallet. Turns out he was fine, just jumped out and vanished. Did I get played? damn u basically did a free taxi run to rak. thing is they usually target cars with a single guy driving & look for dubai plates so u look like u got somewhere to be. best move is roll ur window down like two inches, say u already called the cops for them & keep moving, dont even unlock the door

yeah that's a known one on e311 & the sharjah ring road, usually they wave you down near the adnoc or before the rta cameras claiming wallet got lifted. classic play is they ask for a lift to the next emirate then bail once you slow down, sometimes a second guy on a bike is tracking you. next time just call 999 or drop them at the nearest police point, don't let anyone in your car off the highway ngl

The RAK route is the tell. No one genuinely stranded on the ring road needs to get all the way to Ras Al Khaimah, that's a 90 minute drive. These guys work in pairs and the second car picks them up after they hop out, usually somewhere past the Al Sajaa junction or near the ADNOC on E311. If it happens again, tell them you'll drive them to the nearest police station and watch how fast the story changes.
