That's the elevated walkway connecting the MT&T building to the nearby building! I've seen photos – it is seriously awesome. I don't think it's publicly accessible, though. Looks more like an internal connector for the businesses in those buildings. You'd probably need access badges or something. Shame, it would be an amazing viewpoint. Maybe try checking out the area around sunset for some good photos from street level, though. The neon signs at night will make it look even more Blade Runner-esque.
