The guy who mentioned troika cards is right, but unless you're planning a ton of trips across the river, just walking Komsomolsky Prospekt and the center will get you most places. For cheap eats that aren't shawarma, try the chain "Pirogi" on Sibirskaya, a big stuffed pirog and kompot runs about 300 rubles and it's filling. Avoid the tourist traps right on the embankment near the Opera House, they'll charge you double for the same blini you can get at a stolovaya for 150.

if you're eating at places like kitaysky samovarchik or kofeynya, you can get lunch for 350-400 rubles easy. for transport, just grab a troika card at the metro and load it with 500 rubles, that'll cover a few days of buses and trams. street food at the central market is cheap too, shawarma for like 200 rubles and it's actually good

honestly the biggest money saver in perm is skipping sit-down dinners altogether and hitting up the chain "bulk" stores like pyaterochka or magnit for snacks and water. a big bottle of water and a pastry is like 100 rubles total, way cheaper than any cafe. for actual meals, the food court at the "semya" mall on komsomolsky has a decent shawarma spot that's 250 rubles and you can sit for free. transport wise, if you're not going far, the tram from the train station to the center is like 28 rubles and way more scenic than the bus
