I stayed nearby in 2024 and the quoted price for foreigners was usually 200 to 400 pesos higher per night than the local rate. Ask for teh monthly rate divided by 30, it's often cheaper than the nightly quote.

Don't know a Farnecio Eatery in Manila, but I've seen "Farnacio" stalls near Carriedo in Quiapo, so check the spelling before you trek out.
