I'd rather find something consistent than keep doing one-off events.

I've only visited, so take this loosely, but the reliable ones I saw were barangay-level: try the weekly runs posted in the Manila chapter of Hash House Harriers, or recurring pickup games at the courts near Roxas. Same faces every week, which is what you're after.

The barangay angle is right. Check the community boards at your barangay hall for weekly Zumba or basketball leagues, those crowds are consistent and mostly neighbors. Fe-Bulous is more of a daytime canteen crowd, not really an evening social scene.

Don't know a Farnecio Eatery in Manila, but I've seen "Farnacio" stalls near Carriedo in Quiapo, so check the spelling before you trek out.
