I stayed near there once and the streets felt fine in the evening, though I'd stick to the main roads after dark. Parking is tight, so ask the owner directly if they hold a slot for you.

Worth checking if the boarding house has a curfew or locked gate at night, some places in Manila close up early and you'd need to coordinate. Ask about a contact number for late arrivals too.

go before noon, like 11:30, or the office crowd from nearby buildings fills teh place fast. order the pork BBQ with rice first, cheap and reliable. sisig is good too but the BBQ is what I'd get on a first visit.

yeah 11:30 is right, i'd add that the queue moves fast so don't skip it just cause it looks packed

It's a proper carinderia-style canteen, not a cafe, so go for the sisig and expect a lunch queue by noon.
