I've only been to Manila twice so take this lightly, but I'd text your friend for the barangay first. Electronics in the name could just mean the sound system, lots of spots out there name themselves after their gear. If it's legit, go on a weekday, weekends get packed and hard to enjoy.

never been but my cousin in Manila swears it's a legit bar, not hardware, best on Fridays around 10pm

Fair enough, though I'd double check the name before you go. Places in Manila change hands fast and a bar called Jameron sounds more like a Poblacion spot than anything on the usual lists. Ask your cousin for the street, that'll settle it.

honestly just walk by during the day first, if the shutters are down at noon its prob a night spot and u have your answer
