Right, and the clearance feeds into the mayor's permit, which BIR wants before issuing the TIN. I'd do it in that order: clearance, permit, then TIN.

One thing to add: you can grab the TIN at the RDO before the mayor's permit, but BIR won't issue the 2303 until you show it.

I'm not based in Manila so take this with a grain of salt, but I visited last year and Great Shakes is fine, just not a pilgrimage. If you're staying in that area, the nearby streets have better options for a proper shake, and the small cafes around the side roads tend to be quieter in the mornings. Worth walking a few blocks before committing.
