Haven't been to Farnecio myself but tita swears by the tapa at that stretch near Bambang. If you go, order the tapsilog and ask for extra garlic rice. Cash only, so bring small bills.

That's not a real promo. Legitimate shake places in Manila don't sell "all month free drinks" cards on the street. A guy approaching you near a mall is a red flag by itself. If you want cheap shakes, the chains inside malls (like the ones in Robinsons or SM food courts) have fixed menus and posted prices. Pay per drink, don't hand anyone cash upfront.
