fwiw theres a place called しゃぶ亭 near shibuya station that does a weekday lunch shabu shabu set for 1500 yen. you get unlimited veg and a small plate of lean pork or chicken, plus rice. its not the 300g steak deal but the salad bar has actual variety and the broth is decent. they do a dinner course for 2500 but the lunch is the real value play. a bit hidden in the don quijote building basement

honestly for lean meat and salad on a budget in Shibuya, you're not gonna find that exact ステーキ屋 deal. closest I can think of is やきにく亭 near Shibuya Mark City, they do a lunch yakiniku set for around 1500 yen with salad bar included. the meat is thin sliced so it's pretty lean, and you can grill it yourself

if you're okay walking a bit, head toward Ebisu instead. there's a place called ビーフキッチン that does a 1300 yen lunch with grilled beef and unlimited salad, it's like 10 min from Shibuya station. the line can get long but it moves fast

tbh your best bet might be to just take the train to Kichijoji when you really want that deal. it's 20 min on the Chuo line and the 300g steak + salad bar is still hard to beat around here

if you're okay with a chain, びっくりドンキー in shibuya has a salad bar option with their burgers & steaks for around 1200-1500 yen. not as lean as straight steak but the meat is decent and the salad bar is solid. their branch near the mark city building is pretty chill for lunch

if u have a costco membership the kirkland thick cut is the move, 4 packs of 500g for around 2500 yen and it crisps up proper in a cold pan. for smaller runs, precce in azabudai hills & the basement at isetan shinjuku both carry imported US & danish brands in the chilled case, just read the label for "thick cut" or "smoked" and not "loin". also worth knowing japanese bacon is often wet-cured so pat it dry before frying or it steams instead of crisping

kaldi coffee farm is hit or miss but their smoked bacon from denmark shows up pretty regular, the 200g pack runs about 600 yen. what actually works better for me is asking the butcher counter at peacock or life to slice the block bacon thick, like 5mm, they do it for free and it crisps way better than the pre-packed stuff. also fwiw cheap bacon crisps faster, the fatty supermarket kind at 300 yen a pack works fine if u cook it from cold in a dry pan and pour off the fat as it renders.

tbh the gyomu super store brand bacon is surprisingly decent for crisping up, its not thick cut but if you cook it low and slow it gets pretty crunchy. the key is the dry cure vs wet cure thing, wet cure steams. also check hanamasa if you have one nearby, they sell big packs of american style bacon thats actually smoked and firm.
