Best riverside park in Tokyo for a quiet walk?
The Arakawa path up there is solid, but I'd take the Zenpukuji river greenway instead since it's quieter and has no bike traffic at all.
zenpukuji gets muddy after rain though, the paved side near shakujii park holds up better for a 6am walk
Fair point on the bikes, though those greenway paths flood fast after heavy rain and stay slick for days.
try the shakujii river further west in nerima, the stretch near musashiseki park is super calm on weekday mornings, hardly any bikes since the path narrows in spots. as for rules, ward signs went up in april asking cyclists to slow down in the busy sections but nothing new for early hours. i'd still watch for the road bikes training along there on weekends
Shakujii's a good call, though I'd add that the stretch past Musashiseki gets dark under the trees before sunrise, so bring a light.
A phone light works fine there, or just shift onto the wider embankment stretch past the last footbridge where the trees open up.

Foundry takes cards, including tap for the smaller amounts, so you won't need an ATM run. They run a tab if you hand over a card at the start, otherwise it's pay per pour at the bar. One thing worth knowing: it gets packed after 6 on Saturdays and the standing room by the tanks fills fast, so come closer to opening if you want a seat.
The tab thing only works if you actually hand the card over before ordering, otherwise you're stuck doing the pay per pour dance like everyone else.
yeah good call on the tab thing. one thing id add, their kitchen stops taking orders around 9 so if you want food dont leave it late. tap worked fine for me last time too
kitchen's last call is more like 8.45 on fridays when the after work crowd rolls in early
Standing room clears out around 9.30 too
card is fine but bring id, they check sometimes
id checks are a real thing there, they've asked for mine twice, so have it out before you get to the bar
