Same here, and the counter just asks you to pick permanent or tokuten, no passport involved.
Correct, though some shiritsukan do add a tokuten fee at the counter, so check the sign before paying.

The stretch toward the shrine is where I've heard owls most, so that's your best bet after 9. Tanuki tend to rustle around the hedges near the west tennis courts, though they bolt if you're loud.
Yep, shrine path's right, though the owls sit higher up near the big camphor tree past the second torii, so look up not straight ahead.
Agree on the shrine stretch, though after 9 the owls usually sit in teh tall cedar just before the last lantern, not the camphor. West courts tanuki are out most nights around 10, near the fence gap by the bike racks.
