Sunday works but the shrine crowd rolls in around 9 so get there before 8:30 or you're stuck behind tour groups.

7ish only gets u to the gate, it opens 7:30 so aim for then unless u want to stand around

honestly the noticeboard by the register at Bean & Folio lists a monthly book swap, first Sunday, 10am. i prefer smaller spots like the kissaten on the back street near the station, tbh, easier to talk to teh same regulars.
