I've had good luck at Sushi Bun in Tsukiji outer market, the honmaguro is still proper there and the set lunch won't gut you. Go before 11 since the counter fills with office workers, not tour groups.
Yeah the early start is the real trick there.

The maguro donburi at Sushi Kanesaka's lunch counter is worth the splurge, though book ahead since they only seat eight.
booked two weeks out last time & the akami don was fine but honestly the shari was the star, go for the rice as much as the fish
eight seats is no joke, we walked in at opening once and still got turned away. try a weekday right when they unlock teh door, that's the only slot that works for me.
worth it but go omakase at the counter not the don, the don is a lunch shortcut. reserve through ur hotel concierge, walk-ins basically never land a seat now
