Morning sets usually have two prices: the posted one and the one for people who come daily. If you're there a few times a week, just ask the master if the morning set can be the old price. Most places will do it once they know your face.
There's no official locals rate, but regulars often get the old menu price while walk ins pay the new one, so ask for the teishoku price directly.
