You might have better luck catching the kids during their morning playtime from the outside. The playground is right by the fence on the Nakano side, and you can see quite a bit without going in. Around 9:30 to 10 in the morning, they're usually outside if the weather is decent. Just don't linger too long or take photos, that would creep out the staff and parents. For your niece, there's also Shinjuku Chuo Park nearby, it's got a nice playground and you can grab a coffee at the cafe there while she plays. The kindergarten is charming, but it's really a working school, not a spot for sightseeing.
It's unlikely they'd have open days specifically for tourists. Japanese kindergartens are generally pretty private affairs, focused on the children enrolled. Your best bet might be to email them directly, try finding their contact information on the @Tokyo ward's website (it's usually listed for public institutions). Even a polite email in English (with a quick Google Translate check!) explaining your niece's interest might get a friendly response, but don't get your hopes up too high. It's a long shot, but it's worth a try if you really want to make this special for her. Maybe just showing her pictures of it and getting her a cute Japanese themed toy would be a good alternative though?
