Shinjuku's Secret?
If you've got 20 minutes between sessions, walk south on Meiji-dori toward Yotsuya. About 8 minutes down you'll hit the Shinjuku NS Building on your right. The 29th floor sky lobby is open to anyone who walks in during business hours, and the west-facing windows give you that whole Shinjuku skyline spread without a single tourist in frame. It's where local office workers eat their bento, so keep your voice down and you'll get the shot.
The Belle Salle building itself doesn't have a public rooftop, but you're in the perfect spot for a quick walk. Just head east on Yasukuni-dori toward Shinjuku Gyoen, and about three blocks down you'll hit the Sumitomo Fudosan building. Its 52nd floor lobby has floor-to-ceiling windows that look west over the whole city, and the security guard there doesn't mind if you stand and look for a few minutes. It's not a tourist spot, just a quiet corporate lobby, which makes for a clean shot without the crowds.
honestly the metropolitan building is the obvious answer but if ur already in the area during the conference, just walk up to the docomo tower instead. it's a 5 min walk from belle salle and the observatory is 200 yen, plus way fewer tourists than the government building. the view from the 27th floor is solid and you won't have to deal with the lines or the whole "sneaking into a staff elevator" thing.
