What are the most scenic or interesting bus lines to take for sightseeing, and are there any tips for using buses effectively as a tourist?

In Rome the bus that actually earns its keep for sightseeing is the 118, which runs from the Colosseum area out along the Appia Antica to the catacombs and the Villa di Massenzio, so you get the whole ancient road without a tour bus. The 44 and 170 are useful too, but honestly the 40 and 64 express lines are pickpocket central, I'd avoid them unless you're just going point to point. Buy tickets before boarding at any tabaccheria or with the Ticketappy app, they're 1.50 euro for 100 minutes, and validate them on the machine or you'll get fined even with a valid ticket in hand.

If you want the classic postcard view without paying for a tour, take the 23 or the 280 out toward the Gianicolo and get off near the Fontana dell'Acqua Paola, then walk up to the terrace for the whole skyline. Also, buses here only stop if you flag them down at the fermata, so stick your arm out or they'll sail right past you.

The tram network is worth considering alongside the buses, especially line 2 from Flaminio to Piazza Mancini and line 19 which cuts across the city past Villa Borghese and up through Prati. Trams run on fixed rails so they're less prone to getting stuck in traffic than buses, and the 19 in particular feels like a slow moving tour of the northern neighborhoods. One practical thing tourists miss is that night buses (the N lines) are a completely separate system with their own routes, so don't assume the daytime line you learned will still exist after midnight. Also worth knowing that the Roma Pass includes transport if you're doing the museum circuit anyway, which can work out cheaper than buying single tickets.

I have a layover in Riga before continuing my journey, and I'm wondering if it would be financially beneficial to purchase my tobacco there. Can anyone provide details on the prices?

tbh duty free at Riga is only worth it if you're buying cartons, single packs at the airport arent that much cheaper than teh tabaccai in Rome. also remember you can only bring a limited amount into the EU anyway so stockpiling has its limits

Chesterfield Blue usually runs around 5.50 to 6 euros a pack in Rome these days, though tabaccai prices are fixed by the state so it won't vary much shop to shop. Riga is generally cheaper for cigarettes but your layover time matters, if it's tight you might not have time to clear security and find a shop.

LM Blue in Rome is roughly the same ballpark, around 5.50 to 6 euros. One thing to keep in mind at Riga airport, the duty free selection isn't always great for specific brands like these, so if you're set on LM or Chesterfield you might strike out. I'd check what the actual duty free has before counting on it.
