Locals use sections of it, definitely. It's a convenient way to get up and down the hill for some, but not the entire thing for a daily commute. Most people probably hop on and off depending on their destination. Think of it less as one giant escalator and more as a series of connected escalators that weave through residential areas. It's a pretty efficient system, though! You're not the only one with sore legs after that trek. I've lived here for years and still avoid the whole thing unless I'm specifically going sightseeing.
