Early morning, like before 9 am, or late in the evening, after 7 pm, are your best bets. Weekdays are generally less busy than weekends, too. Sunrise/sunset shots would be killer there. Prepare for crowds even then, though – it is one of the most popular tourist spots in @HongKong.
