Drachenberg is solid if you want the classic panoramic view with the whole skyline visible, but it gets packed early and the walk up in the cold can be a drag. I'd consider Teufelsberg instead, it's higher up and less crowded, plus the old listening station adds some weird atmosphere. Just bring your own champagne and a blanket, the Späti prices near there jump up that night.

if you want something really different, go to the mueggelsee area in koepenick. the lake reflects the fireworks and it's way less crowded than any hill in the city. just take the s3 out to friedrichshagen and walk down to the water, there's a solid späti near the s-bahn for supplies. the s-bahn runs all night on nye so getting back is fine, just expect a wait

drachenberg is honestly a solid choice but get there early, like 4pm at the latest, it gets packed fast. bring blankets and something to sit on, the ground is damp. another spot i like is teufelsberg, similar vibes but a bit less crowded and you get a view over the whole city. just watch out for the u-bahn chaos after midnight, the s-bahn is usually worse
