Doesn't need to necessarily have an indoor smoking area but at least something outdoors where it still can be sort of "cozy" on colder days, like with heating or at least a roof... or where you can easily switch from your indoor table to have a smoke outside... Smoking weed being tolerated would be a big plus as well!

if you're near wedding, try Le Bon on leopoldplatz. they've got this tiny heated smoking cabin out back that's basically a greenhouse with benches, it stays warm even when it's freezing. the guy running it is super relaxed, i've lit up there plenty without issues. coffee's solid, they use a local roaster, and the vibe is more "chill hangout" than "coffee shop" if that makes sense
also worth knowing that most places with outdoor heating in berlin will be fine with a joint as long as you're not blowing smoke in peoples faces. the trick is finding spots where the outdoor area is actually enclosed enough to trap some heat. le bon's cabin does that well, plus it's got that little door so you can duck in and out without freezing
oh man, for a joint and coffee combo, you gotta try the back garden at Goldie in friedrichshain. it's this tiny spot on boxhagener str, they have a covered outdoor bit with those plastic curtains and a heater, so it's actually warm even when it's gross out. the owner is super laid back, i've seen people roll up at the tables without any hassle, just be discreet. their flat white is solid too, and they do these little pastries that pair weirdly well with a smoke
honestly for a coffee & joint combo in winter, check out Schwarzwaldstuben near U Moritzplatz. they have a small heated terrace out front with those gas heaters, and the bartender couldn't care less what you're smoking as long as you're chill about it. the coffee's decent too, nothing fancy but it does the job
if u want something a bit more intentional for smoking, Barra 3 in Neukölln has a proper smokers' lounge inside with good ventilation. it's more of a bar vibe but they do serve coffee during the day and nobody bats an eye at a joint. just don't be super obvious about it, they're cool but it's still germany
fwiw the best move on cold days is prob just finding a café with a solid awning and grabbing a table near the edge. i like Café Morgenrot on Kastanienallee for that, they have big windows you can crack open and the staff are super relaxed. plus their chai latte is killer
