The Tempodrom doesn't have any official storage on site, you're right about that small bag rule. If you're coming from the south or have time to swing by, there's a luggage locker place inside the S-Bahn station at Yorckstraße, about a 15 minute walk away. It's called "Locker" or something similar, just follow the signs in the station, and it's usually under 5 euros for a locker big enough for a normal backpack.
fwiw there's a tourist info spot right at the u-bahn station "Möckernbrücke" that might hold bags for you, it's like a 5 min walk from tempodrom. not sure if they still do it but they used to have a service for like 3 euros. otherwise there's a späti on the corner of Köthener Straße that sometimes lets you leave stuff for a few bucks if you ask nicely, pretty informal but works in a pinch
