Beihai gets hit by typhoons from roughly July to September, and when one blows through, Silver Beach and Qiaogang both get red-flagged for swimming for days, plus the ferry to Weizhou gets cancelled outright. I was there one August and lost two days of beach time to a storm that nobody forecast more than a day out.
For that reason I'd lean toward March to May or October to November not just for the price drop but for the swimming actually being reliable. The water in November is cool but the sand is empty and the seafood is at its best.

good writeup, covers the main areas well. one thing i'd add: if u stay in yintan, check whether ur hotel is actually on the beach side of yintan road or across it. a lot of the cheaper places are a solid 15 to 20 min walk to the sand even though they list "silver beach" in the name, so look at the map pin before booking. qiaogang is the better move if u want seafood anyway, the stalls by the water do fresh grilled oysters for like 10 yuan a plate at night. bus 3 does run out there but it stops early, after around 9pm u need didi
one thing the guide gets right that most people miss is the off-season timing. i stayed early november last year and paid 280 yuan for a room at the Silver Beach Holiday Hotel that was listed at 600+ in august. weather was still t-shirt warm, water a bit chilly for swimming but fine for walking the sand at sunset.
on the Old Town side, the guesthouses around Zhuhai Road look charming in photos but a lot of them have zero soundproofing. the night market runs loud until almost midnight so if you're a light sleeper ask for a room facing the back alley, not the street. the Haizhu Hotel is quieter since it's set back a block.
also nobody mentions this but Beihai has a decent local bus app situation now, you can scan a QR code to pay instead of hunting for exact change. saved me a bunch of times when i only had 100 yuan notes.
