The address you give at registration mainly needs to match something you can show, so a hotel or Airbnb is generally fine for getting the number issued. The catch comes later, when you try to open a bank account or get a contrato de aluguel notarized, because some banks want a comprovante de residência in your own name. Sort the CPF now with whatever address works, then update it at a Receita Federal unit once you've signed a lease.
Banks here can be picky about comprovante even with a CPF, so keep every paper from day one.

Guarulhos works but the CPF desk keeps short hours, so go early morning before the GRU arrivals rush.
