honestly the buses are pretty decent for a city this size, they cover most areas and run late enough for a night out. the main issue is frequency on some lines can be spotty outside peak hours, so check the "cuando llegamos" app before heading out

i'd say mix it up - bus for straight routes along the coast like from la perla to puerto, uber for nights or when you're in a hurry. ubers are cheap here compared to other cities, like $2-3 for most trips inside the city. just avoid the taxis at the bus terminal, they'll try to overcharge you
