Urgent: Witnessing serious animal abuse, how can I help?

My neighbors have the sweetest little dog that they beat constantly. They frequently leave her alone outside overnight where she has no way to hide from coyotes. Yesterday morning, I noticed that she has a visibly broken rib protruding from her body and a visibly broken leg/hip that she is still walking on somehow. I immediately filed a report with Los Angeles Animal Services. They said they would send the report to LAPD but that they didn't know when LAPD would respond. In light of the severity of the dog's injuries, I decided to call 911 last night. The dispatcher was amazing and immediately dispatched LAPD as well as animal control. The animal control officer showed up 45 minutes later, but LAPD never came. By then, the family had noticed that I was checking on the dog and took her inside. The animal control officer knocked on their door, but they just turned all the lights off and didn't answer. Without LAPD, the animal control officer couldn't do anything more and left after taking a few photos of the building. This morning, the dog and her owners were out in the front yard together for a few hours. Although she is still severely injured (obviously), she doesn't appear to be any worse than yesterday. They took her with them when they went inside. I'm worried they're gonna kill her and get rid of the body to hide the evidence of animal abuse. Someone please help me. I don't know if LAPD or Animal Services will follow up on this, or if I should call 911 again next time I see them outside with the dog to try and get LAPD to show up in time to see the injured dog while she's in the yard. I completely understand that LAPD receives tons of calls and has to allocate their resources based on priority, but I can't just watch this dog suffer like this. I am located in the City of LA, so the County Department of Animal Care and Control cannot help. What should I do?

Document EVERYTHING. Every time you see something, write it down, date, time, specific description of the injuries, what the dog was doing, what the owners were doing. LA Animal Services and LAPD are notoriously slow to respond to these calls. Your detailed documentation is crucial if you need to pursue legal action. They might even be willing to help with legal expenses if you choose to go down that route. Don't give up.

Seconding the Academy Museum free day tip, that's a solid addition. One thing the guide doesn't mention is that the Griffith Observatory can get completely overrun on summer weekends, to the point where they close the road to cars. If you're not up for the hike from the bottom, take the DASH Observatory bus from the Vermont/Sunset Metro station, it's 50 cents and drops you right at the door. Also, for a quick beach lunch that's not a tourist trap, the fish tacos at Fishing with Dynamite in Manhattan Beach are worth the short walk from the pier.

one thing the guide doesnt mention is that the getty center has a free shuttle from the parking structure up to the museum, so you dont have to hike the hill unless you want to. also if you go on a weekday morning the gardens are basically empty and the light is perfect for photos. for a quick bite after, the cafeteria is overpriced but the hot dog stand outside the tram stop has decent cheap snacks

honestly the guide is pretty solid but i think theyre sleeping on the food scene in the san gabriel valley. if you have a car and an afternoon, drive out to monterey park for some of the best chinese food in the country. the soup dumplings at din tai fung are famous for a reason but the real hidden gem is the xiao long bao at mei long village just down the street. way less of a wait and just as good. also for a chill evening that's not downtown, the rooftop at the standard on sunset has a great vibe and you can see
