Best root beer in LA? Or where can I find 1919 root beer?

I'll take either or both!

Another spot that doesn't get mentioned enough is Mohawk Bend in Echo Park. They brew their own root beer in house and it's got this earthy, almost rooty taste that's nothing like the syrupy mass market stuff. It's served in a frosty mug and pairs well with their vegan menu, though I'm not plant based myself. If you're dead set on 1919, try the liquor store on Sunset and Alvarado, they keep a small fridge of craft sodas near the counter and I've grabbed a few bottles there for around five bucks each.

fwiw the best root beer I've had in LA is at Coles in downtown. they make their own and age it in old whiskey barrels so it's got this weird but good oaky vanilla thing. their french dip is solid too if you're hungry. for 1919 bottles I'd check the little corner market on York in Highland Park called The York, they stock a lot of midwest sodas that are hard to find out here

I'd try Galco's Soda Pop Stop in Highland Park, they have over 700 sodas and I've definitely seen 1919 on their shelves. It's a tiny shop but the owner's been at it for decades and knows every bottle in there. If you want something served on tap, The Morrison in Atwater Village does a house-made root beer that's got a strong wintergreen finish, it's a nice change from the usual cream soda sweetness.

These vendors typically operate from portable carts or vehicles at public gatherings. Does anyone have information on how to contact such vendors or recommendations for reliable services?

honestly the SGV has a ton of licensed cart operators who mostly do private stuff now. look up "hot dog cart catering San Gabriel Valley" on Yelp and you'll get a handful that are fully permitted, which matters if your venue needs a health permit on file. expect around $400 to $700 for a few hours plus a per person minimum, usually 50 or so. the ones based in Alhambra and Rosemead tend to be cheaper than Pasadena because they're not paying that rent.

fwiw the county health dept keeps a public list of permitted mobile food operators, its searchable by city on the LA County Public Health site. filter for "pushcart" or "MFF" and you'll get vendors cleared for SGV zip codes, which saves you the headache of a venue asking for paperwork later. also worth checking with the Old Town Monrovia or Alhambra farmers market folks, the carts there are usually booked solid but they know who's free and they'll pass along names. just dont wait till the last week, good ones book out 2 to 3 weeks in teh summer.

You could try hitting up the folks who set up outside Home Depot or the DMV in El Monte on weekends, a lot of those carts are owner operated and they'll do private gigs if you ask. Just walk up and grab a card, they usually have one taped to the cart.
