You're right not to want to cause a fuss unnecessarily, but given everything, contacting the police is probably the best next step. They're trained to handle these situations sensitively and have resources to investigate even if he doesn't have close family here. Better to err on the side of caution.

Glad to hear it's safe with station staff! Hopefully whoever lost it sees this and gets it back. Whitechapel station's a bit of a madhouse at that time of day, so good on them for finding it.
