It sounds like you've already done a lot. The unanswered texts and wiped social media are definitely concerning, especially combined with the piled-up mail and darkened flat. You're right not to want to cause a fuss unnecessarily, but given everything, contacting the police is probably the best next step. They're trained to handle these situations sensitively and have resources to investigate even if he doesn't have close family here. Better to err on the side of caution.

Found on the northbound Overground from Shadwell to Whitechapel around 12:55 today. It's at the Whitechapel station staff.

Glad to hear it's safe with station staff! Hopefully whoever lost it sees this and gets it back. Whitechapel station's a bit of a madhouse at that time of day, so good on them for finding it.
