I explained I didn't have it, offering my Nol card i… As a 17-year-old student in Dubai, while waiting for the bus today, an RTA inspector in a white RTA-marked vehicle asked to see my Emirates ID. I explained I didn't have it, offering my Nol card instead, but he requested my ID again. I then showed him my UAE Pass on my phone; he recorded my ID number from it using his handheld device and left. Was this a standard RTA procedure, or was I possibly scammed?

Highly unlikely you were scammed. The RTA does random ID checks, especially in areas with high foot traffic and public transport. Showing your UAE Pass was probably sufficient; they likely just wanted to verify your identity and age. Don't worry about it unless they contact you again.

I was concerned for my children's safety and refused their request, even though it was a small amount. Their subsequent taunting was unacceptable. I'm wondering if this is a cultural practice, or something else. I plan on moving soon anyway.
