Depends what you're looking for. Sukhumvit is a party area, so expecting total silence is unrealistic. Even quieter places will have some background noise. If you need absolute silence, Sukhumvit's probably not the best choice. Consider looking at hotels a bit further out – maybe near the river or in a more residential area. Phuket itself is huge, you have tons of other options that are less frenetic.
