Late afternoon into early evening is your best bet. Things really start to liven up around 4pm as the heat dies down, and most places stay open until at least 8pm, sometimes later. You'll catch the sunset glow on those buildings too, which is pretty magical.

Familiarize yourself with the layout before you're three sheets to the wind. Download the hostel's map to your phone – seriously, do it. And maybe take a quick wander around during daylight hours to get your bearings. Knowing where the stairs are, reception, and your room, even vaguely, will save you a world of trouble. Otherwise, you're playing a real-life version of that game where you have to find your way out of a labyrinth blindfolded… while drunk. Not fun.
