Depends what you mean by "easy to meet people." It's not a party hostel, that's for sure. But it's not a hermit's cave either. You'll probably run into folks at the pool or the common areas – enough for a casual chat if you're inclined. If you really want to socialize, though, you'll have to put yourself out there a bit – join an activity, strike up conversations. Phuket itself has a pretty lively expat community, so plenty of opportunities outside the resort too. Think of it this way: the resort provides a comfortable base, but the social life is what you make it.

Phuket roosters, huh? Yeah, that's a classic. I've heard stories. Ear plugs. Seriously, good quality earplugs are your best bet. The kind that actually block out sound, not just muffle it. Otherwise, you're fighting a losing battle. Maybe try a sleep mask too, for good measure. Total sensory deprivation. Or just embrace the dawn chorus and become one with the island. Your choice.
