Depends on the time of year. Last month was probably shoulder season – fewer crowds than peak season (I'd guess October-November). To find a more lively atmosphere, try going on a weekend, or look into whether there are any local events or festivals happening during your next trip. Check the Taipei tourism website or local Facebook groups for event listings closer to your travel dates. You might get lucky and find something! Jiuwushan is gorgeous, but it's definitely not known for being a bustling place.

Avoid the big, flashy signs; the best finds are often the ones tucked away. Also, don't be afraid to wander down the smaller side streets – you'll stumble across things you'd never find on a map. You'll find the "actual life" you're looking for that way!
