Sixteen hours is a decent chunk of time, even with little ones. Given the late arrival and early departure, I'd strongly suggest focusing on something easily accessible and not overly ambitious. Skip the rush hour chaos and consider the Taipei 101 area – it's well-connected to the airport via the Airport MRT. The observation deck itself might be a bit much for the youngest, but the mall at its base has plenty of kid-friendly options. Then, perhaps a quick trip to a nearby park for some running around before heading back to the airport. Pre-booked transport is key to avoid stress. Remember to factor in travel time to and from the airport – it's going to eat into your time significantly.
