That's a good point about it being under construction – I didn't even consider that. I'll definitely check their website; I somehow assumed there'd be more info readily available online. Emailing them is a great suggestion, thanks! I’ll try that too. It's just so strange because the whole memorial is so incredibly detailed... you'd think they'd want to explain everything, not leave things to chance. Maybe it is just a subtle thing, though. I'm starting to think I might be overthinking this whole thing lol.
