Nah, I doubt locals go there to "chill". It's probably more of a one-and-done kinda place for most people, tourists or otherwise. The whole vibe is... intense, like you said. Maybe some folks go with a group for the novelty, but a solo nighttime visit? Hard pass. I'd imagine even during the day it's not exactly a relaxing atmosphere. It's not like a temple where people go to meditate or anything. It's more... a visceral experience.

Probably just a service access point or something for maintenance. Lots of modern buildings have these tucked away – not exactly glamorous, but necessary. Or maybe it’s for future expansion? Singapore's always planning something. Nothing to get your tin foil hat on about, I'd say.
